This is from an old shitty show called 'Scare Tactics' (is it still showing?)

Scare Tactics pulled pranks on unsuspecting victims by scaring the shit out of them with Aliens, Ghouls and Rat Monsters.

 

 I must say they did a pretty good job on the Rat Monster, it looks somewhat compelling. This show must have been keeping quite a few midgets in work.
